As critical minerals become a geopolitical priority, new infrastructure businesses are emerging to modernise how lithium, cobalt and rare earths are priced and traded. Discover how Austin Werner placed a Founding CTO to help build the next generation of market infrastructure.

Critical Minerals, Geopolitics & the Talent Powering a New Market Infrastructure Layer

From lithium powering electric vehicles to rare earth elements used in AI infrastructure, defence systems and advanced manufacturing, governments around the world are racing to secure access to the resources that will underpin the next generation of technological growth. What was once a niche commodities market has become a geopolitical battleground.

Recent reporting from Politico on Europe's rare-earth supply concerns highlighted how German industrial groups have begun stockpiling rare earth materials amid fears that worsening trade tensions with China could create further disruption across critical supply chains. The story underscores a growing reality: access to critical minerals is increasingly being viewed as a matter of economic and national security, not simply commodity procurement. Yet despite their strategic importance, many critical-mineral markets still operate in surprisingly outdated ways.

Unlike traditional financial markets, where participants can access transparent pricing and deep liquidity, critical minerals often trade through fragmented OTC networks and relationship-driven transactions. Price discovery remains opaque, creating inefficiencies across the supply chain and making it difficult for buyers, sellers and institutions to efficiently hedge risk.

This creates a significant opportunity for businesses building the infrastructure layer beneath these markets.

One project Austin Werner recently supported is doing exactly that.

The company is developing an oracle, pricing and settlement infrastructure for critical-minerals markets, covering assets including lithium, cobalt, nickel, copper and rare earth elements. Rather than becoming another exchange, the vision is to provide the underlying data and pricing framework that exchanges, trading venues and institutional participants can rely upon. The business is effectively creating the foundation for modern price discovery in a market that has historically lacked transparency. As with any frontier infrastructure project, talent is a critical differentiator.

To support the next phase of growth, Austin Werner was engaged to identify a Founding CTO capable of operating at the intersection of quantitative finance, market infrastructure, blockchain systems and distributed data architecture. The challenge was identifying someone who understood both traditional financial markets and emerging digital infrastructure. The search culminated in the successful placement of an exceptional quantitative engineer with a rare blend of expertise. The candidate brought experience as a Goldman Sachs strategist and quantitative trader before moving into the digital asset sector, where he went on to serve as a Protocol Architect and CTO. His background spans quantitative modelling, derivatives infrastructure, exchange architecture, blockchain systems and market-data engineering—making him uniquely positioned to build the oracle and infrastructure layer required for a new generation of critical-mineral markets. What makes this engagement particularly interesting is the broader macro context. As governments invest heavily in diversifying mineral supply chains and reducing dependencies on traditional processing monopolies, entirely new categories of technology companies are beginning to emerge. Pricing infrastructure providers, market-data businesses, oracle networks, settlement providers and trading platforms all stand to benefit from the modernisation of these markets. The companies that succeed in this space will not simply be the ones with access to capital. They will be the organisations capable of attracting highly specialised talent who understand both complex financial systems and cutting-edge technology.

At Austin Werner, we specialise in identifying exactly these profiles.

Our recent CTO placement within the critical-minerals ecosystem demonstrates both the increasing demand for hybrid financial-technology talent and the growing importance of infrastructure businesses operating beneath the surface of global markets.
